Persistent informality, environmental crises, digitalization and new forms of work have spurred new debates about the role of social protection, ranging from proposals for a universal basic income to a reinvigorated role for social insurance, or those advocating for eco-social solutions. Some think that new technologies and big data offer unique opportunities for the formalization of enterprises and employment, allowing greater reliance on those with contributory capacity to pay for social insurance. Others point to the need to offer sustainable and equitable solutions that facilitate pathways into decent work with adequate social protection. The panel will discuss extending social protection to those not yet adequately covered and building bridges between social assistance and social insurance with a view to reaching universal social protection.
